UHIN Standard Patient Identification Number is compatible with all HIPAA requirements.
Purpose: The purpose of this Standard is to describe the standard for the patient identification number in Utah.
Applicability: This Standard applies to all electronic transactions exchanged in the State of Utah.
Definitions:
Primary standard identifier: local patient/member identifier.
- For a payer this would be the payer assigned member identifier.
- For a provider/hospital this would be the patient identifier.
Details:
- UHIN will adopt the National Individual Identifier when it is implemented.
- The primary standard identifier is the number is used in administrative transactions including claims, eligibility inquiry, and remittance advice etc.
- The identifier must be an alpha-numeric identifier with no special characters. Special characters include asterisk *, dash -, slash / \, tilde ~ or number sign # etc.
- The Social Security Number is not allowed to be used for patient/member identification.
IMPLEMENTATION ISSUES:
- Payers will assist in educating provider community about this Standard.
- This Standard remains in effect until the issuance of the National Individual Identifier Rule.
